PROGRAMME OFFICER 

We are looking for a qualified individual to coordinate the effective planning, implementation, and monitoring and evaluation of all APCASO activities as part of the APCASO programme team. This role seeks to contribute to the overall growth and effectiveness of APCASO and the programme in achieving its long-term objectives. Some of the tasks of the PROGRAMME OFFICER include:

Programme

  • Planning, implementation, coordination, and monitoring and evaluation at the country and regional level
  • Preparation and management of workplan and programme budgets
  • Development of required programme activity, progress, financial and any other agreed reports
  • Coordinate communication activities including writing, editing and proofreading of APCASO Communication for publications on APCASO website
  • Identifying and responding to partner organisation’s concern and issues
  • Development and maintenance of productive working partnerships with programme partners and stakeholders

Operations

  • Development and administration of terms of reference, agreement, contracts for external consultants/contractors engaged to provide services related to the programme
  • Financial oversight of contracts and programme budget
  • Coordinate with and support of the APCASO Executive Director in management of consultants, experts and contractors’ inputs
  • Prepare comprehensive handover notes at the completion of this agreement

Organization Development

  • Contribute to shared programme tasks of APCASO such as environmental mapping, network-building, website and publications development and the APCASO database expansion
  • Contribute to APCASO’s annual and long-term strategic planning and programme/project evaluation
  • Contribute to the planning and resourcing of meeting such as APCASO programme reviews and evaluations
  • Provide substantive contributions to the development and co-ordination of project funding proposals and the Annual Report
  • Represent APCASO amongst its stakeholders at meetings and conferences nationally, regionally and internationally
  • Participate in staff meetings, staff training and capacity- building

Others

  • Any other tasks as assigned by the Executive Director

 

This post is a contract position for a period of 1 year, renewable annually upon a satisfactory performance review and availability of funding.  The position is to be based at the APCASO Secretariat in Bangkok, Thailand. Significant travel across the region is required.

 

Required Qualifications

Essential

  • A relevant University degree or relevant
  • A minimal of 5 years experience in one or more of the following work areas: community capacity building and development in the Global South, policy and advocacy, health financing, human rights, or public health
  • Demonstrated analytical capacity on critical community, rights, or gender issues in health
  • Experience in programme and project implementation and management
  • Experience in working with marginalised and vulnerable communities and populations

Desirable

  • Experiences in working for a community-based and/or civil society-led organisation or network

 

Personal Abilities and skills

Essential

  • A commitment to working with communities most in need, including those most affected and vulnerable to HIV, TB and malaria
  • The capacity to work effectively under pressure and to meet deadlines
  • The capacity to manage multiple concurrent projects
  • Demonstrated skills in working across different cultural and social contexts
  • Analytical and problem solving skills
  • The ability to communicate effectively with a range of relevant stakeholders including community representatives, donor agencies and government
  • High level of written and spoken English skills
  • Competence in the use of computers and essential work-related software applications

Desirable

  • Individual belonging to community most in need, including those key affected or more vulnerable to HIV, TB and Malaria are encouraged to apply
