APCASO is one of the regional sub-recipients of the Sustainable HIV Financing in Transition (SHIFT), a two-year multi-country advocacy programme supported by the Global Fund. SHIFT aims to capacitate civil society groups and key populations to engage in advocacy to ensure the sustainability of cost effective and strategically allocated funding for their HIV responses, especially in middle-income countries that are expected to transition out of donor funding. SHIFT is implemented by the Australian Federation of AIDS Organisations (AFAO) as principal recipient, with APCOM and APCASO as the regional sub-recipients (SR). The programme will be implemented in Indonesia, Malaysia, Philippines and Thailand.

SHIFT has six programmatic pillars, which organise inter-related areas of work for the three regional organisations. APCASO is in-charge of Pillar 1, which tackles setting norms and standards for civil society engagement in the transition process, and Pillar 4, which deals with the provision of technical support that aims to position civil society as a key partner in sustainable HIV financing.

The Community Capacity Development Officer

To implement its activities under SHIFT, APCASO is looking for a Community Capacity Development Officer.

The Community Capacity Development Officer will ensure the over-all implementation of Pillar 4 activities. The essential functions and responsibilities of the Community Capacity Development Officer include developing needs assessment tools, capacity-building plans, training plans, and writing training modules, among others. They will be working closely with HIV civil society organisations and key population networks in the programme countries.
